COMMUNICATION OF INFORMATION ON THE AUTHORIZATION OF RECOGNIZED ORGANIZATIONS
(ROS)
(adopted
on 8 June 2001)

SOLAS regulation I/6 and MARPOL regulations I/4.3 and II/10.2 establish that
the Administration may entrust the inspections and surveys to a recognized
organization (RO) while SOLAS regulation XI/1 also prescribes that the
organizations so authorized to act on behalf of the Administration shall comply
with the provisions of resolutions A.739(18) and A.789(19). Furthermore,
article III of the 1978 and 1988 SOLAS Protocols and article III of MARPOL
73/78 stipulate that Parties to these Protocols and MARPOL 73/78 shall
communicate to the Secretary-General of the IMO specific responsibilities and
conditions of authorities delegated to the ROs.

The Maritime Safety Committee, at its seventy-fourth session (30 May to 8 June
2001), and the Marine Environment Protection Committee at its forty-sixth
session (23 to 27 April 2001), recognized the need to ensure that Parties to
the said SOLAS Protocols and MARPOL 73/78 have given full effect to the
above-mentioned provisions, and agreed to collect relevant information from
those Administrations which have authorized ROs to act on their behalf.

Member Governments concerned are invited to submit to the Organization
information on the authorization of ROs according to SOLAS regulation I/6 and
MARPOL regulations I/4.3 and II/10.2 and in accordance with the sample form set
out in the Annex, for subsequent circulation to all Parties.
